<h2>AQUACOSM-plus: Network of Leading Ecosystem Scale Experimental AQUAtic MesoCOSM Facilities Connecting Rivers, Lakes, Estuaries and Oceans in Europe and beyond</h2>
<p>AQUACOSM-plus advances European mesocosm-based aquatic RI by integrating the leading mesocosm infrastructures into a coherent, interdisciplinary, and interoperable network covering all ecoregions of Europe. AQUACOSM-plus widens the user base by extending <a href="/transnational-access">TA provision</a> (&gt; 13000 person-days), and strengthening the offered services, with 10 new partners, including an NGO and doubling of SMEs. We initiate actions to increase competence in mesocosm science in new EU member states (Hungary and Romania), and emphasise training of young scientists through summer schools covering various disciplines including effective science communication. AQUACOSM-plus develops near-real-time Open Data flows and improved metadata, thus promoting Open Mesocosm Science in collaboration with leading EU-supported initiatives in the <a href="https://eosc-portal.eu/" target="_blank" rel="noopener noreferrer">EOSC</a> and fosters wider sharing of information, knowledge, and technologies across fields and between academia, industry, and policy makers/advisers.</p>
<p>AQUACOSM-plus develops new technological capabilities for mesocosm research, to effectively execute scenario-testing for Climate Change -related pressures on aquatic systems from upstream fresh waters to the sea. These developments include mobile large-scale mesocosm approaches, leading-edge imaging technologies, and affordable methods to obtain high- frequency data on community change and greenhouse gas fluxes in mesocosm settings.</p>
<p>AQUACOSM-plus will progress beyond current achievements by actively pursuing RI-RI collaboration with European environmental RIs (<a href="https://lternet.edu/" target="_blank" rel="noopener noreferrer">LTER</a>, <a href="https://www.icos-cp.eu/" target="_blank" rel="noopener noreferrer">ICOS</a>, <a href="https://www.danubius-ri.eu/" target="_blank" rel="noopener noreferrer">DANUBIUS</a>, <a href="https://www.jerico-ri.eu/" target="_blank" rel="noopener noreferrer">JERICO</a>) at all project activity levels (NA, JRA, TA). Multidisciplinary joint research, combining observational data and modelling approaches with targeted mesocosm experiments, is a key step towards successfully tackling current and future Grand Challenges. This involves shared capacity building via symposia, expert summits, and open workshops, with the aim of co-designing future aquatic research actions and their RI demands.</p>

<p>The AQUACOSM project is committed to providing a safe, open, and respectful environment for participants to its Symposium. <h2>Respectful behaviour</h2>
<ul>
	<li>Professional and respectful conduct of all attendees is expected.</li>
	<li>Bullying, harassment, intimidation, and discrimination of any kind will not be tolerated – and may result in immediate exclusion from the meeting.</li>
	<li>These rules are valid for all kinds of content and interaction during the Symposium: display materials, presentations, discussions, text-based chats, online commenting on display materials, as well as social gatherings online.</li>

<h2>Recording and screenshots</h2>
<p>It is prohibited to take screenshots or record live online presentations in any sessions unless the presenter authorizes it. Presenters are encouraged to inform the audience if they welcome screenshots or sharing on social media.</p>
<h2>Social media</h2>
<p>The AQUACOSM project encourages open discussion on social media (Twitter, Facebook, etc.) and blogging platforms during the Symposium. The following rules aim to provide means by which Symposium participants can embrace social media, while at the same time remaining respectful of presenting authors’ work and protecting their research output:</p>

	<li>Never post any images or video online related to the presentations without the authors’ explicit permission.</li>
	<li>The default assumption is to allow open discussion of Symposium presentations on social media. However, please respect any request from an author not to disseminate the contents of their presentation.</li>
	<li>If you will be presenting your work at a press conference after your scientific presentation, please ask those in the online session not to post about your research until after the press conference has taken place.</li>

<h2>Personal and Scientific Data</h2>
<p>All Personal Data collected from the Abstract Submission and Registration Platforms (managed by “ERA CONFERENCE ORGANIZATION TOURISM ENTERPRISES LIMITED LIABILITY COMPANY LTD”), and shared with the AQUACOSM project, are treated and processed in accordance with the provisions of the European Regulation (EU) 2016/679 on the Protection of Personal Data (“GDPR”) and the applicable legislation implementing or supplementing the same or otherwise relating to the Processing of Personal Data of natural persons, together with the binding guidance and codes of practise issued from time to time by relevant supervisory authorities (“Data Protection Laws”).</p>

<p><strong>General Principles</strong></p>
<p>The AQUACOSM project is committed to providing an ethically correct, equitable, safe, open, and respectful environment for scientific and networking activities. The AQUACOSM project encourages all Symposium participants to pursue integrity, honesty, respect, courtesy, responsibility, rigour and equity in their professions.</p>
<p>In particular:</p>
<ul>
	<li>The AQUACOSM project values diversity and equality as essential values to ensure an ethically correct and respectful approach to scientific research. Discrimination, harassment, bullying, coercion, intimidation, censorship and plagiarism are considered unethical behaviours.</li>
	<li>The AQUACOSM project requires that Symposium presenters carry out research and draw their conclusions based on critical analysis of the evidence. Findings and interpretations are expected to be reported fully, accurately and objectively, along with the related uncertainties.</li>
	<li>The AQUACOSM project encourages the use of reporting methods that ensure verification and reproducibility by others. Making data findable, openly accessible and interoperable, and allowing data exchange and re-use between researchers, are encouraged, as are making software and codes accessible.</li>
	<li>The AQUACOSM project emphasises that author/contributor credit should only be given to those who have meaningfully contributed to research. The names and roles of all people who made significant contributions should be properly acknowledged.</li>

<p><strong>For Presenters and Authors</strong></p>
<p>Presenters are expected to carefully report methodology, assumptions and uncertainty in order to present a precise and accurate account of the research performed and its results and conclusions. All authors on a presentation and/or abstract should have agreed to their co-authorship and must have contributed significantly to it, and vice versa—all persons who contributed to the work need to be named in the list of authors. Corresponding authors are required to inform all co-authors of the changes that are made to the submitted manuscript when preparing revised versions. All co-authors share responsibility for the quality and integrity of the submitted and published abstract.</p>
<p><strong>For Reviewers</strong></p>
<p>Reviewers are expected to conduct a clear and unbiased abstract review in a timely manner. Reviewers are required to avoid any conflict of interest and to adhere to the highest ethical standards set out by the relevant scientific community. Each abstract should be judged based on its merits without any personal bias. Reviewers are required to adhere to the review criteria set out by the Scientific Committee. Reviewers may never use or disclose unpublished information, arguments, or interpretations contained in a submitted abstract under consideration and should never include personal criticism of an author.</p>
<p><strong>For Symposium Attendees</strong></p>
<p>An open and respectful conduct, based on basic politeness, is expected of all meeting attendees. Presenters are asked to familiarise themselves with specific presenter guidelines for the meeting, as well as with the Symposium Online Platform.</p>
<p>Attendees at the AQUACOSM symposium should be aware that:</p>

	<li>It is prohibited to copy any presentation materials (unless it is permitted by the presenter)</li>

<h4>Selection of users for Transnational Access</h4>
<p>Large publicity will be given to the opportunity to use the unique AQUACOSM-network of mesocosm facilities for research projects via various channels as the AQUACOSM-webpage, electronic newsletters, announcements at conferences, mailing lists of international programmes. The potential users can submit the proposal for research projects they plan to carry out at one or several AQUACOSM facilities electronically through the Transnational Mesocosm Portal. The User Selection Panel will select the users on the basis of the criteria listed in WP4 below, primarily focusing on scientific quality of the proposed research projects, and to prioritise access to users that do not have access to corresponding mesocosms in their own countries. Selection procedures will take place twice a year. All users will be invited to publish a summary of their projects at the Transnational Mesocosm Portal (WP4). They will also be encouraged to join the final symposium and present their projects (WP2). It is also foreseen that users with research projects which give insight into new techniques related to the use of mesocosm facilities will be invited to give a talk at the summer school or workshops (WP2).</p>

<h4>Internal communication, network integration, meetings and reporting</h4>
<p>The communication strategy adopted in the project aims at keeping all partners fully informed about the status of the different activities. For internal exchange of documents and reports, a web-based filing system for the documentation storage accessible to all partners will be implemented by the Project Office in collaboration with especially Partner 3 NIOO/KNAW, who brings extensive knowledge in Data Management to the consortium. The Project Office is also responsible for the organisation of meetings and workshops and the activities of the User Selection Panel.</p>

<h4>Knowledge Management and Consortium Agreement </h4>

<p>The acquired knowledge during the project will be subject to agreement with balance between openness and confidentiality. Any result provided by a participant in the project will be considered as confidential information and will not be transmitted in any format to a third party and distributed for final agreement expected within the timeframe of the EC grant procedure. This agreement, which will be signed by all partners, will regulate the handling of intellectual property rights (IPR) and make the basis for the development of an exploitation plan for the results obtained in the project (see also WP4). It will also cover the decision making structure and the obligations of partners and bodies. Any amendment of the Consortium Agreement has to be accepted by the Steering Committee. All beneficiaries must ensure that all their participants adhere to the Consortium Agreement.</p>

Governance

<p>A dedicated Advisory Board will be established for AQUACOSM. The main role of the STAB will be to help to guarantee the delivery of high scientific and technical quality output from the project, and to ensure that the project partners keep an open and effective dialog with present and potentially relevant networks and infrastructures. In that function, the STAB will act as a constant internal review mechanism, advising independently with both quality control and risk management. While generally being asked on views and advice on specific issues, the STAB will be free to express its opinion on any aspect of AQUACOSM activity and performance.</p>
<p>The STAB will also advise on the outreach to the wider scientific and stakeholder communities not directly involved in the project and for benefiting from independent, external expertise. The STAB will be established at the beginning of the project, and will have up to 8-10 members all expected to be serving in their personal capacity. Primarily the STAB will consist of leading scientists in their fields, but members will also be sought from regional, national decision maker communities.</p>
<p>The STAB may call on additional experts on an ad hoc basis, should the need arise. The STAB will meet physically at least twice during the life of the project, with meetings scheduled to precede those of the internal interim reports and project reviews, and in conjunction with meetings of the General Assembly. For the full duration of the project, members of the STAB are expected to be available at any time for specific questions. The STAB will primarily advise and work with the Project Coordinator and Steering Committee, but deliver its main reports to the General Assembly.</p>

Standard Operating Protocols (SOPs)

<p>A group of independent international experts will be responsible for selecting users for Transnational Access of the AQUACOSM platforms. These scientists thus form the User Selection Panel (USP), which will elect its own chair and act independently of the AQUACOSM project management. Nevertheless, to limit the administrative burden on the USP, its members will be administratively supported by the Steering Committee in the TA-application selection process, as described under WP6. None of the USP members is affiliated with an institute based in a country involved in the AQUACOSM proposal. The members were selected based on competencies and experience in the field.</p>
<p>Thus, the members of the board have a wide, highly complementary (from freshwater to marine systems) and deep knowledge in various aspects of mesocosm based science, with one from the USA, one from Estonia, one from Croatia and two from Spain, none coming from any of the partner countries of the AQUACOSM consortium.</p>
<p>The responsibilities of the User Selection Panel will be to:</p>
<ul>
	<li>Select users for Transnational Access based on the selection criteria listed in WP6;</li>
	<li>Give recommendations for new actions and activities.</li>
</ul>
<ol>
	<li><b> Elena Litchman </b>is an aquatic ecologist and Professor at Kellogg Biological Station of Michigan State University in Michigan, USA. She has published extensively on phytoplankton community ecology, physiology and evolution, including climate change, harmful algal blooms and the importance of nutrient balances. Her research combines experiments at various scales, field observations, meta-analyses and mathematical models to understand how biotic and abiotic factors structure plankton communities and how they may re-organise under changing environmental conditions in the future. In addition to her research and teaching, she participates in various national (USA) and international panels and boards and is a widely sought-after member of working groups and speaker at conferences.</li>
	<li><b> Cèlia Marrasé </b>is a plankton ecologist at the Institut de Ciencies del Mar (CSIC) of Barcelona, SPAIN. She is interested in understanding how physical and biological variables influence the nutrient fluxes in marine systems. In particular she has studied the effects of small-scale turbulence on nutrient uptake by microorganisms, stoichiometry of organic matter and plankton interactions. Recently, she started to study the dynamics of different fractions of dissolved organic matter in relation with functional and specific diversity of prokaryotes and in the context of future scenarios of eutrophication and acidification. To achieve her objectives she combined fieldwork with meso and microcosms experiments. She coordinated the European project: Nutrient Dynamics mediated through turbulence and plankton interactions (NTAP). EVK3-CT-2000-00022 (2000-2004) where the experimental work was carried out with natural plankton communities enclosed in meso and microcosms.</li>
	<li><b> Eugènia Martí</b> is a permanent staff researcher of the (CSIC) at the Centre d’Estudis Avançats de Blanes, Spain. Her research expertise is on the ecology and biogeochemistry of fluvial ecosystems. In particular, she has focused on assessing stream nutrient dynamics and associated biogeochemical processes at different temporal and spatial scales, and their controlling factors and driving mechanisms. Her research has been conducted in both pristine and human-altered streams mostly from arid and Mediterranean regions, and includes field observations and experimental approaches in situ and in the lab and the use of mesocosms. She is currently co-leading an open air experimental facility consisting on 18 flumes (12 m long, 60 cm wide) that are fed with water from wastewater treatment plant effluents (www.urbanriverlab.com) to understand in-stream mechanisms of solute (nutrients and emergent pollutants) removal.  She has been the PI of national and international projects funded by USA-NSF, ESF, and the European Commission.</li>
	<li><b>Alo Laas</b> is a senior researcher at the Chair of Hydrology and Fishery, Institute of Agricultural and Environmental Sciences of Estonian University of Life Sciences (EMU). He is a limnologist/aquatic ecologist and he defended his PhD in applied hydrobiology at EMU in 2012. His research interests are connected with carbon cycling, lake metabolism, climate change and with high frequency studies in water bodies. He is the autor/coauthor of more than 30 scientific<span class="Apple-converted-space">  </span>publications, supervised 1 MSc and 1 PhD student, and he is currently supervising 4 PhD students. Additionally to his research he is an active member of GLEON (<a href="http://gleon.org/" target="_blank" rel="noopener noreferrer"><span class="s2">http://gleon.org/</span></a>), SIL and ASLO communities and has taken the leader position in several international and national projects as PI, project- or workpackage leader.</li>
	<li><b>Sunčica Bosak</b> works as an Assistant Professor at Biological department, Faculty of Science, University of Zagreb, Croatia where she is involved in the teaching of Microbial ecology and Marine microbiology. She has been involved in research of marine phytoplankton ecology and taxonomy, especially in the oligotrophic ecosystems of the Mediterranean Sea, with the experience in the conventional mesocosm experiments. Recently, the focus of her research became the bentic diatomm taxonomy, marine biofilms and diatom-bacteria interactions in the marine phytobenthos, especially the ones associated with the epizoic habitats.</li>

<h2>I.  Open Access Obligation</h2>
<p>Under Horizon 2020, each <strong>beneficiary must ensure open access to all peer-reviewed scientific publications relating to its results</strong>.</p>
<p>Beneficiaries can freely choose between the most appropriate route towards open access for them:</p> 
<ul>
	<li><strong>Self-archiving</strong> (also referred to as 'green' open access) means that a published article or the final peer-reviewed manuscript is archived (deposited) in an online repository before, alongside or after its publication. Repository software usually allows authors to delay access to the article ('embargo period') If this route is chosen beneficiaries must ensure open access to the publication within a maximum of six months (twelve months for publications in the social sciences and humanities).</li>
	<li><strong>Open access publishing</strong> (also referred to as 'gold' open access) means that an article is immediately provided in open access mode (on the publisher/journal website). Publishers sometimes charge so-called Article Processing Charges (or APCs) to make articles open. Such <strong>costs are eligible for reimbursement during the duration of the project</strong> as part of the overall project budget. <br />
In the case of gold open access publishing, open access must be granted <em>at the latest on the date of publication and</em> you also have to deposit a copy in a repository.</li>
</ul>

<p><strong><em>In response to the COVID-19 <strong>related</strong> travel restrictions and health hazards, planned TA activities will be postponed or adapted as needed – please contact the respective Facility Providers for updates on timing and feasibility.</em></strong></p>
<p>Between January 2018 and August 2021 AQUACOSM will offer more than 11500 person-days of <strong>Transnational Access</strong> to more than <strong>37 different </strong>leading and highly complementary <strong>European mesocosm facilities </strong>located <strong>at 19 AQUACOSM partners </strong>throughout Europe. The AQUACOSM partner facilities represent a cross section of European aquatic ecosystems ranging from Sub-Arctic to Mediterranean, from mountains to lowlands, from freshwater to marine, and from ultra-oligotrophic to hyper-eutrophic conditions.</p>
<p>Successful TA applicants will be offered access to AQUACOSM partner facilities including logistical, technological and scientific support, specific training as well as travel and accommodation free of charge.</p>

<p>Contact the respective facility providers as early as possible in the proposal preparation process about possible usage of available resources and cooperation at the infrastructures.</p>

	<li><strong>Attract and support a wide range of users from Europe and third countries</strong> by providing access to high-quality infrastructures and services at unique and diverse aquatic mesocosm facilities, enabling first-class experimental research in aquatic ecology, including industrial Research &amp; Development (R&amp;D) activities.</li>
	<li><strong>Develop unexplored research and development potential</strong> between largely separated communities, such as freshwater and marine sciences, and between science, industries, environmental managers, and other relevant stakeholders.</li>
	<li><strong>Broaden cross-disciplinary collaboration</strong> and coordination of approaches and investigations over environmental gradients (salinity, climatic, nutritional, etc.).</li>
	<li>Specifically offer access and train users from countries that lack state-of-the-art <strong>freshwater or marine mesocosm facilities</strong>, and/or have not previously been involved in experimental investigations using aquatic mesocosm facilities.</li>
	<li>Applications from female users are particularly encouraged!</li>
</ul>

<h4 class="card-title"><a href="#ta-important" data-toggle="collapse">Why is Transnational Access (TA) important?</a></h4>

	<li>All 19 AQUACOSM infrastructure partners have developed mesocosm facilities and supporting laboratories with different complimentary state-of-the-art, instrumentation, methods and know-how. To fully utilise this potential, we do not only open our facilities for external users but also aim to integrate these activities into our future science projects and utilise the cross-disciplinary knowledge within the consortia to the most. <strong>International networking</strong> <strong>by AQUACOSM partners</strong> and participation of external users from different fields through <strong>TA</strong><strong> activities </strong>in new-externally suggested experiments or already planned experiments will ensure effective transfer of know-how, especially between freshwater and marine partners, where prior connections have been limited or non-existent.</li>
	<li>Note that an important aim of the <strong>TA</strong> is to <strong>invite students, scientists, industry, technical developers and other stakeholders</strong> that do not have access to similar facilities, know-how or services in their own country or institution. Further, to foster a truly global initiative, AQUACOSM will welcome up to 20% of the funded participants from countries outside the European Union and associated states. This integrated networking and <strong>international exchange</strong> of scientists and other interested parties is expected to increase the scientific output from each of the experiments by increasing the cross-disciplinary scientific and technical know-how exchange between the TA users and facility hosts.</li>
</ul>

<h4 class="card-title"><a href="#ta-offer" data-toggle="collapse">WHAT does Transnational Access (TA) offer?</a></h4>

<ul>
	<li>TA offered by the AQUACOSM project provides <strong>access free of charge</strong> to approved users to at least one of the <strong>AQUACOSM partner facility</strong>. The access includes <strong>logistical, technological and scientific support </strong>and specific <strong>training</strong> to users. Each <strong>facility provider </strong>of the AQUACOSM partner institutes (=WP task leader)<strong> is responsible for the local administration</strong> <strong>of the TA users </strong>after they have been assigned to the respective AQUACOSM partner facility and time period. The AQUACOSM coordinators at each site will be responsible for practical installation and day-to-day scientific supervision.</li>
	<li><b>Travel expenses</b> from the home institution of the user to the chosen installation and return <b>shall be reimbursed</b> on the following basis: The <b>airfare </b>shall be reimbursed on submission of the original ticket with a travel imbursement form after the completion of the travel. The travel must be on <b>economy class</b>. Local transportation costs (bus, metro, train) for the arrival and departure dates may also be reimbursed upon presentation of receipts. Taxi fares are not eligible for reimbursement unless properly justified and clarified with the facility providers beforehand. Please make sure to retain the receipt and provide a written justification. If you need to travel by <b>car</b>, reimbursement conditions will follow the internal regulations of the TA host institution for guests. The costs of car rental or car insurance will only be covered when permitted by the regulations of the institution providing TA and then only when the costs are not exceeding the allocated funds of the host. Please contact your host in advance to verify and get confirmation regarding the terms of reimbursement.</li>
	<li><strong>Lodging will be booked and paid directly by the AQUACOSM partner facility provider. </strong>The duration of the proposed project may vary, but generally between ca. three weeks to three months for each person.</li>
	<li><strong>Subsistence expenses</strong> will be provided for in the form of either a per-diem rate or through all meal costs covered by the facility provider depending on the local rules at the facility and the country.</li>
</ul>
<p><strong>The AQUACOSM Transnational Access program will not cover salaries or honoraria! Appointed users should make their own travel, health and other insurance arrangements.</strong></p>

<h4 class="card-title"><a href="#ta-who-can-apply" data-toggle="collapse">WHO can apply for Transnational Access (TA)?</a></h4>

<p>Individual users and groups of users from all over the world can apply for AQUACOSM Transnational Access as long as the following regulations are met:</p>
<ul>
	<li>When more than one applicant submits a proposal, the group is led by a “<strong>user group leader</strong>”. All <strong>TA grants</strong> to user group leaders, group members, individual users (experts and trainees) <strong>are personal.</strong> The person/s named on the application form cannot be exchanged.</li>
	<li>The number of TA access days is also personal, Modifications may be allowed after evaluation on an individual case basis.</li>
	<li>After the call is closed it is not possible to add participants on TA funding.</li>
	<li>The user group leader can neither transfer the grant leadership, nor a significant amount of allocated personal time to another member(s) of the group.</li>
	<li>The user group leader and the majority of users must reside in a country other than the country where the installation/research infrastructure is located.</li>
	<li>Only users and user groups that are allowed to publicly disseminate the results generated under the action can benefit from TA, unless the user represents an industrial/private enterprise (for which special rules apply-please contact us for further info).</li>
	<li>User groups with a majority of users not working in an <a href="https://www.aquacosm.eu/download/h2020-hi-list-ac_en.pdf" target="_blank" rel="noopener noreferrer">EU or associated country</a> is limited to 20% of the total amount of units of access provided under the grant.</li>
	<li>Members of the AQUACOSM consortium/partners and present members of their Department cannot apply for TA funding.</li>
	<li>Non- associated members at partner institutions such as from another Department can apply for TA. However, all requirements mentioned above apply. Thus in the case of comparably good scientific proposals, generally the most external, and new users will be prioritised.</li>
</ul>

<h4 class="card-title"><a href="#ta-selection" data-toggle="collapse">HOW are users/user groups selected for Transnational Access (TA)?</a></h4>

<p>The users are selected by the<a href="/aquacosm-plus/user-selection-panel" target="_blank" rel="noopener noreferrer"><strong> User Selection Panel (USP) </strong></a>composed of international experts in the field and being independent from the beneficiaries.</p>
<p>The USP bases its selection on <strong>scientific merit</strong>, taking into account that priority should be given to user groups composed of users who:</p>
<ul>
	<li><strong>have not previously used the installation</strong> and</li>
	<li><strong>are working in countries where no equivalent research infrastructure exist</strong>.</li>
</ul>
<p>The USP applies the principles of transparency, fairness and impartiality.</p>
</div>

<h4 class="card-title"><a href="#ta-evaluation" data-toggle="collapse">TA evaluation procedure</a></h4>

	<li>Incoming TA applications are collected, sorted and registered by the AQUACOSM Project Office (WP1) and checked for formal compliance according to the present European Commission Requirements.</li>
	<li>The Project Office then <strong>forwards compliant applications to the</strong> <strong>independent User Selection Panel (USP), </strong>which is composed of four distinguished aquatic scientists with international expertise on all aquatic systems addressed in WP6 (see 3.2)</li>
	<li>The USP is <strong>asked to prioritise applications</strong> for Transnational According to a set of transparent criteria (see Application Assessment). Most important are scientific merit and attributes of prospective users as defined above.</li>
	<li><strong>The Steering Committee (</strong>SC) and WP6 task leaders <strong>will then comment on the feasibility of the proposed activities</strong> at the specific sites based on the available expertise, collaboration potential and schedules at the respective facility.</li>
	<li><strong>Final decisions are taken by the USP</strong> after consultation of the SC and respective task leaders.</li>
	<li>Facility providers start organising the planned activity as soon as they are informed about approved TA applications.</li>
	<li>Decisions on TA approval will be also reported to the Project Office and publicly communicated via the outreach pathways of WP5.</li>
	<li>Special cases: If more qualified applicants seek access to the same facility than there are available time slots, the less qualified applicants will be either directed to another facility (if they have given a second choice facility), alternatively put on a waiting list or their proposal will be declined.</li>
</ul>

<h4 class="card-title"><a href="#ta-what-to-know" data-toggle="collapse">What to know about Transnational Access (TA)?</a></h4>

	<li>During the stay of the TA users at the AQUACOSM partner facility, the group leader or the individual TA user together with the facility provider should submit the metadata gathered by the TA user(s) according to the <a href="https://www.aquacosm.eu/download/deliverables/D4.2%20Database%20management%20Plan_final.pdf" target="_blank" rel="noopener noreferrer">Data Management Plan (DMP)</a>. Uploading the metadata to the <b><a href="https://www.aquacosm.eu/geonetwork/srv/eng/catalog.search#/home" target="_blank" rel="noopener noreferrer">Mesocosm Metadata Catalogue</a> is mandatory</b>. Please see the instruction <a href="/metadata-videos" target="_blank" rel="noopener noreferrer"><strong>videos</strong></a> for further information and guidance on how to upload your metadata.</li>
	<li>After the completion of the project in the AQUACOSM partner facility, the appointed group leader or the individual TA user should submit a <b>short TA-Report</b>. Travel expenses and eventually other costs concerning subsistance will be reimbursed upon approval of the <b>TA-Report</b> and after uploading the metadata to the <b>Mesocosm Metadata Catalogue</b>. All publications resulting from the project should acknowledge this EC-support.</li>
	<li>The applicant is encouraged to publish the results of their own work at the infrastructure in an open access journal/repository. Proprietary research (research where results are not generally available to the public or only made available under confidentiality arrangements) cannot be supported.</li>

<p>During the Second call (2.0) for Transnational Access (TA) in 2019 we received 68 applications for TA including group and individual proposals reaching a total number of 230 TA applicants. The TA application evaluation process by the independent USP has almost been completed and the evaluation report is on the way to the WP6 task leaders (facility providers) and accessible to the Steering Committee. TA applicants will be contacted in near future about the outcome of their TA application.</p>
<p>The additional Call (2.1) for Transnational Access at SYKE in Finland (Aug-Sept 2019) and at the KOSMOS system in Peru (Feb-April 2020) we received 19 TA applications with 41 applicants. These TA-applications were reviewed by the independent USP (User Selection Panel) and successful TA applicants have been contacted for further planning.</p>
<p>The third call (3.0) closed 14 of November 2019. We received 47 TA applications that have been evaluated by the independent User Selection Panel (USP) and sent to the respective facility providers and successful TA applicants have been contacted for further planning.</p>

<p>During the <strong>first Transnational Access call</strong> (1.0) we received 30 group leader applications (with 86 group members in total) and 27 individual applications (17 experts, 10 trainees). In total we had <strong>143 applicants for Transnational Access in 2018.</strong> The TA-team forwarded compliant applications to the independent User Selection Panel (USP). The USP evaluated and prioritised applications for Transnational Access according to a set of transparent criteria (see details on TA evaluation procedure below). Following the USP recommendations, the facility providers sent out grant letters to the successful TA applicants who have already started performing experiments with TA users at the respective AQUACOSM partner facilities.</p>

TA Results

<p><strong>The User Selection Panel (USP)</strong> is formed of independent international experts that are responsible for selecting beneficiaries of Transnational Access to the AQUACOSM-plus mesocosm facilities. The USP has elected its chair, <strong>Cèlia Marrasé</strong>, and acts independently of the AQUACOSM-plus project management. Nevertheless, to limit the administrative burden on the USP, its members will be supported in the TA-application selection process as described under WP9, and in particular by a web-based application portal that has been further enhanced under AQUACOSM-plus (WP5) to the Project Tracker. If requested by the USP, the SC can assist as needed (WP9).</p>
<p>The USP members were selected based on extensive competencies in the field of mesocosm sciences, <strong><em>in particular from research on impact of climate change, pollution and other disturbance on ecosystems</em></strong> covering biogeographic knowledge of relevance for AQUACOSM-plus facilities (<em>from Mediterranean to Arctic</em>).</p>
<p>The responsibilities of the User Selection Panel will be to:</p>
<ul>
	<li>Select users for Transnational Access based on the selection criteria listed in WP9;</li>
	<li>Give recommendations for new actions and activities to improve the application and evaluation process;</li>

<ol>
	<li><strong>Cèlia Marrasé</strong> (USP chair) is a plankton ecologist at the Institut de Ciències del Mar (CSIC) of Barcelona, SPAIN. She is interested in understanding how physical and biological variables influence the nutrient fluxes in marine systems. In particular, she has studied the effects of small-scale turbulence on nutrient uptake by microorganisms, stoichiometry of organic matter and plankton interactions. Recently, she focuses on chemical-biological interactions, in particular, she studies the dynamics of dissolved organic matter in relation to the functional and specific diversity of prokaryotes and in the context of future scenarios of eutrophication and acidification. She combines fieldwork with meso- and microcosms experiments to achieve her objectives. Since July 2019 she is vice director of the Institut of Ciències del Mar.</li>
	<li><strong>Alo Laas</strong> is a senior researcher at the Chair of Hydrology and Fishery, Institute of Agricultural and Environmental Sciences of Estonian University of Life Sciences (EMU). He is a limnologist/aquatic ecologist and he defended his PhD in applied hydrobiology at EMU in 2012. His research interests are connected with carbon cycling, lake metabolism, climate change and with high-frequency studies in water bodies. Additionally to his research and scientific teaching, he is an active member of <a href="https://gleon.org/" target="_blank" rel="noopener noreferrer">GLEON</a>, SIL and ASLO communities and has lead several international and national projects as PI, project-or workpackage leader.</li>
	<li><strong>Sunčica Bosak</strong> is an Assistant Professor at the Biological Department, Faculty of Science, University of Zagreb, Croatia where she is involved in the teaching of microbial ecology and marine microbiology. She studies marine phytoplankton ecology and taxonomy, especially in the oligotrophic ecosystems of the Mediterranean Sea, and has experience in conventional mesocosm experiments. Recently, she focuses on benthic diatom taxonomy, marine biofilms and diatom-bacteria interactions in the marine phytobenthos, especially the ones associated with the epizoic habitats.</li>
	<li><strong>Ali Ger</strong> is a plankton ecologist and Professor at the Department of Ecology of the Federal University of Rio Grande do Norte in Brazil. His experience is based on using experimental observations for providing a mechanistic understanding of ecological processes that drive larger-scale patterns in the abundance and distribution of plankton and the subsequent functioning of pelagic ecosystems. To this end, he works towards linking micro- and mesocosm experiments with field data across different scales. He is interested in the physiology, ecology, and evolution of plankton, phytoplankton-zooplankton interactions, defensive and offensive traits, adaptation, and the effects of global change on aquatic ecosystems. </li>
	<li><strong>Carmen Cillero Castro</strong> is a senior researcher and the head of R&amp;D Department at <a href="http://www.3edata.es" target="_blank" rel="noopener noreferrer">3edata</a> (2016-present), a spin-off company from the University of Santiago de Compostela, Spain. She started her work in 3edata through a postdoctoral contract awarded competitively in the framework of the Spanish "Torres Quevedo Sub-Program", funded by the Spanish Ministry of Science, Innovation and Universities. Her current field of research is focused on the use of Remote Sensing technologies and in situ networks, as a multiplatform approach, to monitor water quality with a special focus in drinking water. Carmen is the Project Manager of the <a href="https://waterforce.eu/" target="_blank" rel="noopener noreferrer">Water-ForCE H2020 CSA</a>. She has a PhD in the field of limnology of shallow lakes, coastal lagoons and bogs, with a main interest in their connection with the catchment LULC (Land Use Land Cover) and related water chemistry and eutrophication processes. She is a member of the Iberian Association of Limnology (AIL) and Global Lake Ecology Observatory Network (GLEON). Currently, she serves as the Chair of the GLEON Committee for inclusive Collaboration.</li>
	<li><strong>Massimo Del Bubba</strong> is a Professor at the Università degli Studi di Firenze at Dipartimento di Chimica "Ugo Schiff", Italy. He has a long experience in the development of analytical methods based on chromatography coupled to mass spectrometry and in the study of wastewater treatment technologies, including constructed wetlands, for the removal of nutrients, as well as inorganic and organic micropollutants. As principal investigator, he is currently carrying out research activities on the recycling of sludge from wastewater treatment plants for the synthesis of biochars and their use as sorbents in biological filters and constructed wetlands. Furthermore, he has a deep expertise in the analysis of fruit quality in terms of contents of primary and secondary metabolites, important for human nutrition and health protection. Recently, he has investigated the transfer of organic micropollutants of industrial origin to food crops, from treated industrial-domestic wastewater used for irrigation. He has been manager of research unit or principal investigator in several national and international projects concerning the issues of environmental sciences and food chemistry; he has been also scientific manager in numerous research assignments entrusted by companies.</li>

Independent international experts that are responsible for selecting beneficiaries of Transnational Access to the AQUACOSM-plus mesocosm facilities

The User Selection Panel (USP)

<h2>AQUACOSM-plus: Network of Leading Ecosystem Scale Experimental AQUAtic MesoCOSM Facilities Connecting Rivers, Lakes, Estuaries and Oceans in Europe and beyond</h2>
<p>AQUACOSM-plus advances European mesocosm-based aquatic RI by integrating the leading mesocosm infrastructures into a coherent, interdisciplinary, and interoperable network covering all ecoregions of Europe. AQUACOSM-plus widens the user base by extending TA provision (&gt; 13000 person-days), and strengthening the offered services, with 10 new partners, including an NGO and doubling of SMEs. We initiate actions to increase competence in mesocosm science in new EU member states (Hungary and Romania), and emphasise training of young scientists through summer schools covering various disciplines including effective science communication. AQUACOSM-plus develops near-real-time Open Data flows and improved metadata, thus promoting Open Mesocosm Science in collaboration with leading EU-supported initiatives in the EOSC and fosters wider sharing of information, knowledge, and technologies across fields and between academia, industry, and policy makers/advisers.</p>
<p>AQUACOSM-plus develops new technological capabilities for mesocosm research, to effectively execute scenario-testing for Climate Change -related pressures on aquatic systems from upstream fresh waters to the sea. These developments include mobile large-scale mesocosm approaches, leading-edge imaging technologies, and affordable methods to obtain high- frequency data on community change and greenhouse gas fluxes in mesocosm settings.</p>
<p>AQUACOSM-plus will progress beyond current achievements by actively pursuing RI-RI collaboration with European environmental RIs (LTER, ICOS, DANUBIUS, JERICO) at all project activity levels (NA, JRA, TA). Multidisciplinary joint research, combining observational data and modelling approaches with targeted mesocosm experiments, is a key step towards successfully tackling current and future Grand Challenges.
